Board of Aldermen Members NeededWE NEED YOU!!! The City of New Melle Board of Aldermen has election openings for two (2) members. The Board of Aldermen meets the second Tuesday of each month at 7:00 p.m. at City Hall. It consists of four (4) members and the mayor. Two residents from Ward 1 and two residents from Ward 2, Two Year Term, alternating years. Please consider applying for an Alderman position with the City of New Melle and become involved in the decision-making process of its future. Filing for the April 4, 2023, election will start on Tuesday, December 6, 2022, 8:00 a.m. until 5:00 p.m. and end Tuesday, December 27th, 2022, at 5:00 p.m. You can pick up an election packet at City Hall during City Hall office hours, Monday-Thursday 9:00 a.m. - 3:00 p.m. For more information or questions, contact Marcia Gay, City Clerk, at 636-828-4807. Request for Proposals (RFP) for Tree TrimmingCity of New Melle, Missouri Request for Proposals (RFP) for Tree Trimming M12-6897 Invitation for Bids INV-1 INVITATION FOR BIDS Sealed bids for the Request for Proposals (RFP) for Tree Trimming (hereinafter “Project”) will be received by the City of New Melle, 145 Almeling Street, New Melle, Missouri 63365, until 10:00 am CST, on Wednesday, October 26, 2022 where they will be publicly opened and read aloud. The Scope of Work includes providing tree trimming services for either emergency or non-emergency situations that arise in which the City does not have the proper manpower and/or equipment to sucessfully complete the necessary removals, installation, consultation, and/or trimming services required. Therefore, the City needs to contract the necessary manpower and/or equipment on a short notice, on an as-needed basis, in order to complete such removals, installation, consultation, and/or trimming services, as described in the RFP. Bid packages will be available on Wednesday, October 12, 2022 and may be obtained from New Melle City Hall located at 145 Almeling Street; New Melle, MO 63365. For directions, please call 636-828-4807. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid if the bid amount exceeds $50,000.00, in accordance with “Section 3: Proposal Requirements & Documents” outlined in the RFP. Please note that Missouri’s Prevailing Wage Law establishes a minimum wage rate for public works projects in Missouri valued over $75,000. If the project is over $75,000, the wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. Effective January 1, 2009, and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants. Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees. The City of New Melle hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. 2022 Annual Action PlanThe Community Development Block Grant (CDBG) is funded by the U.S. Department of Housing and Urban Development, (HUD). St Charles County is a Grantee of the CDBG. HUD CDBG regulations require grantees to submit to HUD for approval a 3- or 5-year Consolidated Plan, and an Annual Action Plan, (AAP) for each year. St Charles Urban County elected a 5-year Consolidate Plan cycle which runs from 2021-2025. This document represents year 2 of the Consolidated Plan cycle and is the Annual Action Plan for January 1, 2022 – December 31, 2022. HOME-ARP Citizen Participation HearingThe American Rescue Plan (ARP) provides $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds will be administered through HUD’s HOME Investment Partnerships Program (HOME) The Urban County and City of O’Fallon were notified that they will receive HOME-ARP funds in the amount of $1,467,362 and $338,622 respectively. These funds will need to benefit the residents of Urban County (the Cities of St. Peters, St. Charles, Lake Saint Louis, Cottleville, Wentzville, Weldon Spring, Augusta, St. Paul, Dardenne Prairie, and unincorporated areas of St. Charles County) and the City of O’Fallon. St. Charles Urban County and City of O’Fallon seek your opinions on the draft HOME Allocation Plan that determines the use of HOME-ARP funds to provide housing stability across the County. City of New Melle Public Notice Planning & Zoning proposed Conditional Use Permit ApplicationThe Planning and Zoning Commission of the City of New Melle will hold a Public Hearing on TUESDAY, SEPTEMBER 6, 2022, at 7:00 p.m. prior to the Regular Planning and Zoning Meeting, at New Melle City Hall, 145 Almeling St., New Melle, Missouri. The purpose of the Public Hearing is regarding the proposed Conditional Use Permit for the property at 185 W. Hwy D, formerly Little Lamb Day Care, currently zoned C-1 Single Use Residential. Blondin Real Estate proposes to keep the west side of the building residential and use the east side of the building for a Real Estate Office. There are already two separate units with separate access and handicap access on the side to be Commercial use. All interested persons may provide comments during the Public Hearing.
